    You might be able to shoehorn an IDE-SATA adapter card in to make it work with SATA, but an enclosure old enough to be IDE is likely to have some kind of capacity limitation, "probably" somewhere between 500GB and 2TB but could be even lower... probably why it's only $32.

    or maybe one has an old "external" HD for which the power supply stopped functioning. rather than spend $80 replacing a plug/wire, one could remove the IDE HD and put it in a new enclosure.

    You can get a replacement PSU for less than $30, one that's probably better quality than included with this kit... or of course, these small brick or case integral PSU aren't very complex, if you or a friend has basic electronics skills it could probably be fixed with about an hour of time and $2 in parts... less time if the PSU isn't a plastic brick heat welded shut so you have to use a vice or c-clamp to pop it open then glue it shut again.

    Although, most external brick PSU for enclosures are just 12V, 1.5-2A switching regulated type, very common and easy to come by if you don't already have a spare lying around. You could probably pick up a used one at Goodwill or a mom-n-pop computer shop for peanuts, though the computer shop is probably throwing them away every other day so you might ask them to hold onto one for you.
