#1, I've never seen an anvil lopper like you describe. All the ones I've seen have an anvil about 1/4" wide where the blade squashes the victim against the anvil and then it breaks. Anvil loppers don't do well with green (or stringy) stuff, because it often won't cut completely.
this is for cutting live tree branch wood. continued cutting of dead dry tree branch wood will dull the blades.
use an anvil lopper to cut dead dry tree branch wood. anvil lopper squeezes 2 blades on both sides of the wood to cut.
