Sears.com has the Craftsman Digital Multimeter w/ AC Voltage Detector for $12 + shipping. Shipping is $6; free in-store pickup in most locations. "Measures AC/DC volts, current and resistance. Also measures diode and continuity."
I use cheap ones from harbor freight tools. they are usually around $4.00. the current model is red and has a decent battery tester, and checks transistors.
posted after expiration: FYI, Sears has some wacko (IMHO) pickup rules: the credit card used to purchase must be physically shown to pickup - you cannot arrange for someone else (family member) to go pickup. you must pickup within x days.
there's some other stuff, but they are rigid and a pain in the ass. be sure your schedule is flexible and YOU can go pickup in person yourself. (ya, 99/100 of you will say WTF, but that other one person will thank me...)

Nothing beats a Fluke off of eBay a while back for $15 bucks.
