Sears has the Craftsman Digital Multimeter with AC Voltage Detector for $15 with free in-store pickup. Shipping option is $7. Features rubber holster and two spare fuses. Measures AC/DC volts, current and resistance, diode and continuity.
I have had some pretty bad luck with the accuracy on these cheaper Craftsman meters. I am not nitpicking, I mean REALLY off. I tend to reach for my Fluke because I need somewhat accurate readings.
Sure, but someone who has a Fluke probably isn't going to bother with a cheap meter at all unless they're in a situation where they are tired of their expensive meters being stolen at a jobsite.
For some uses even if you're off by 10%, the reading is close enough to be useful.
Nothing fancy but a fair price for the pair.

This does a job when needed and lets you know close to what things are. This is less then a 10th of the price of a fluke. Good for throwing at grunts.
Don't forget to train your grunt to use the voltage detector. It could keep him grunting longer.
