recently i inspected a couple of tool centers. at the bottom the wheels attach to the thin semi flexible metal cover. if you load one of these down with heavy tools there is a good chance the weight will cause the bottom metal cover to bend where the wheels are attached. so if your tool center is like this you might want to re-enforce the bottom cover with a thicker piece of metal inside where the wheels attach.
I have tools that weigh more than their 25# limit; the whole works [casters] is only rated for 300#. So unless you're planning to store your knitting tools or you're a dentist or something, you probably should look elsewhere.
