Tires usually go on sale during fall and spring, though I don't know if Tire Rack deals are going to get any better or not.
Overall the price of tires will rise like everything else, buy new tires if you need them. That's the most economical way to go, get the longest life out of each set that you can, without risking getting stranded on a long trip or in snow or hydroplaning due to lack of tread.
