What's the deal with the electric scooters? Legally is it more like a bicycle or a motorcycle? Like can this go on a bike path or only in the street? Is a headlight required?
^^ It's barely a scooter, due to the low top speed and light weight. Legality depends on your local laws, but generally speaking it is a sub-class below a bicycle, like a skateboard or roller skates, not like a motorcycle meaning it requires no licensing , no insurance, and could be disallowed on some bike paths except those which also allow pedestrians.
In areas where bikes need a headlight you might be stopped, but you really shouldn't be riding something like this when it's dark since it doesn't seem to even have reflectors on the sides.
As for streets, in theory if you aren't impeding traffic or posing a danger you might get away with using it anywhere that isn't "limited access", but in reality any road with a speed limit over 25 MPH would probably be considered impeding traffic and/or a danger.
Short version is ride it around the neighborhood or on a sidewalk and yield to pedestrians.
