Dell has the Dell UltraSharp U2312HM 23" 1920x1080 IPS LED LCD Monitor for $299 - $100 off with coupon code 8PQWRM3N6QDF2D [Exp 11/26] = $199 with free shipping.
Right, because a monitor that has a good panel (non-glossy) and a good reputation is an instant pass without an HDMI connector.
Almost every device does not have either a DVI or DisplayPort connector. It's also true that a converter for those ports is not included with almost every Video Card or Motherboard you purchase. It's also unequivocably true that those same converters, when not bundled, cost nowhere near two or three bucks online, or a few dollars more in retail stores.
IPS monitors are normally great, but if you are in the market for one it might be worth seeing in person. I bought an NEC 2490wuxi and really hate it because of the glare coating IPS monitors use. Apparently some manufacturers go overboard. It looks amazing for photo editing and videos, but I find that text' 'sparkles' due to the coating. As a programmer that uses fairly small fonts this is a major headache (literally after a few hours). YMMV.
Normally I wouldn't bring anything up since comparing a dell to nec is apples and oranges, but since there are instructions for this exact model to aid in removing the coating (not risk free) I'm thinking it probably has the same issues.
no hdmi = pass

Why yes, you are correct. This is indeed a pass.

DVI-D works just fine. Dual HDMI video cards are still not very common yet.
