IPS panels are very slow by default. Its the trade-off. IPS=slow, good quality/good viewing angles. TN=Fast, ok quality/bad viewing angles (worse quality the more off axis you are)
IPS panels have definitely been on the rise quality wise, a 6-ms response time is borderline unnoticeable. These panels used to have 22-30 ms response times when the technology was newer. My Samsung 2333t has a PVA panel (similar to IPS in quality/drawbacks) with 8 ms response time and I cannot see any ghosting when I play games on it.

Man that thing is sexy. I just can't justify an $800 monitor for skyrim.
