^ Not the same thing, the one that goes on sale at HF under $10 seems to be a float charger, meaning it only keeps a battery topped off, and can't recharge one at all if the AH capacity exceeds what a timed cutoff circuit can manage, plus it's only 1 amp or so.
On the other hand HF does have a pretty good deal on an old school type analog 10/2/55A, 6/12V charger for $29.99 with coupon code, though 55A is anemic for starting purposes unless it's a lawn tractor/etc instead of a car, but still it indicates a higher total capacity and value:
