      Looks to be a 2-cycle engine, meaning that you'll have to mix oil and fuel beforehand and it will be LOUD.

      Riding a motorized vehicle with an engine of 50cc or larger will require a motorcycle license in most states.

      On the other hand, anyone who puts an engine on a beach cruiser is just asking for trouble. There's a good chance the bike will fall apart going 40 mph.

      I think Illinois law says if it cant go >30mph you dont need plates or licence or insuracne, etc.

      In Illinois it is considered a moped (with this engine) and must stay under 30 MPH (above that it would be illegal AFAIK, because a bike isn't able to pass equipment and safety standards required for licensed road use).

      To not have to be moped regulated, it cannot have a 50cc or larger engine regardless of top speed, it cannot require the operator to shift gears (this is a grey area, could you put it on a mountain bike that has gear shifters if you don't absolutely "need" to use them under engine power?), and the engine cannot produce over 2 brake horsepower (I'm sure some tool out there was thinking to supercharge a 49cc 2 cycle engine, LOL).

      If those conditions are met, you should not need a license, registration, insurance, etc. However, you could still be stopped by a law enforcement officer that argued (hopefully to be later thrown out in court) a motorized bicycle is categorized as a moped, requiring a drivers license or a class L license, certificate of title, and a license (registration) plate attached to the rear. It must have a white front headlight visible for 500 feet if driven at night and a rear red reflector visible for 600 feet when directly in front of automobile headlights... that you need all these things.

      There are also pending or passed recent bills in IL that may categorize some as low speed bicycles meaning they can't be operated on public roads in excess of 20MPH or else they are a moped and then subject to all moped requirements. Here's one example:
