#1 - I don't believe a 470 "smokes" this... latest B-M would indicate the 560ti is ~5% faster. Although, price to performance the 470 is a better deal, performance to power is where the 560ti smokes its older sibling by >20%. http://www.techpowerup.com/reviews/AMD/HD_6951GB/
But you're right for the 560ti to be competitive it needs to be $15-20 less in price, especially when 6950 1Gb are less even when paying shipping!
That's not a great price. if you look hard enough, you can even find the GTX470 (which smokes the 560) for less than $200. That is a real bargain.
