I saw this exact device at a store called Tuesday Morning, which is basically a hodgepodge of random goods.
It is a piece of crap, which is too bad, because I was looking for a lightweight corded vacuum for small jobs where I didn't want to lug out the full size, or deal with rechargeable battery death.
