Small fans like this have a high pitched whine to them even if they are running at low RPMs. Unless you're really overclocking your RAM I wouldn't bother with this just for the extra noise it produces.

There would be no need for this or any RAM fan unless you were overclocking considerably so I guess if you need it, you need it.
