Yes, a 9500GT is just a tad bit better than a 8600GT and would probably give playable frame rates for CoD4. That said, if gaming is a prime consideration I would consider other cards that need less power and would better this older architecture. Can't say if 300W is enough, it really depends on the other system components and quality of the PSU.
The video card will get you some nice bang for your buck, you can't get much better for $37 even without the TV stick.
