More likely they're dropping prices because the new 3700 series has come out at the $250-$300 price point and these need to be cleared out.
From what I read most phone GPS don't really compare to a dedicated GPS from Garmin or TomTom. The ones on phones are good for short/quick trips but they don't route as well and using the GPS on most phones just eats the battery life. Most phones also don't have a decent mount or car power adapter for using on long trips.
This is $249 at Sams Club. Costco "had" this on sale for $249 as well.
