Newegg has the GIGABYTE GV-N650OC-2GI GeForce GTX 650 2GB 128-bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card for $110 - $30 rebate [Exp 12/18] = $80 with free shipping. Features 384 CUDA Cores, HDMI, D-Sub, and 2x DVI ports. Includes a free Assassin's Creed 3 (PC) game coupon.
#2 - I would say HTPC that is able to do light weight gaming titles, although trying to game 1080p would be a stretch even at med/low settings. Again an upgrade in streaming and decoding, especially where CUDA enabled software is you preference and your using say Intel on CPU HD graphics. Dual DVI output would make it nice for dual monitor or three panel productivity set-ups. The down side For HTPC is the dual slot fan and the need of have a 6-pin, even with a molex adapter a lowly <350W PSU might not be a good idea gaming. Not sure where you found it pulls 100W at idle... maybe a total system for some i7 that's OC'd to 4.0Ghz, with fast HDD’s in Raid, SSD, and then a regular burner and even a BlueRay... so some HTPC parts. but not typical HTPC. This card would be 6-8W idle by its' self.
I think this card at $80, is just the nice upgrade part for a home use “box” with some Intel HD 3000 (and lower) or 880G onboard where a OEM 350W PSU has a couple of free molex’s and you don’t intend to game or truly stress it
Yep, that's "Total Peak" for the Entire system, which consists of i7-3960X Overclocked to 4.2 GHz, Intel X79 with four Sticks of Corsair Vengeance LP PC3-16000 thats probably overclock also, so yeah 100W.
Don't like paying that much and that big rebate; while not worried about gaming? Buy.com has a Sapphire 6570 512MB GDDR5 for $35 -AR $15 w/FS. Though paying 56% less... you'll never be privy to detecting a 56% performance decline. http://www.buy.com/retail/product.asp?sku=243688466
Got to say when other 650's with 2Gb are $140 this is a great price for this 5% OC unit. Especially considering such a card just nips at the heels of AMD's HD 7750, while not in the realm of the older GTX550Ti. Probably the big down side in need a 6-Pin where a 7750 doesn't, but good low efficiency at idle. When the performance differences between 1Gb and 2Gb unit is negligible good to see one AIB understanding there place in the market.

#1, So what would be the application for this card? I mean when would someone want this card for their computer? multi monitor, gaming?
When would someone not want a card like this seeing that it consumes 100 watts at idle.

#3, I say 100 watts because of the review at Tom's Hardware site you posted. Am I reading this chart wrong?

zzyzx yes, you are reading it wrong. TOTAL System draw.
