Can anyone explain why "CompWiz17" is such a shill for ATI?

The performance difference is pointless. If the system is pretty old it's due for CPU/board/memory upgrade, slow system plus low end video card isn't going to game well, isn't likely to be capable of decoding or displaying 1080p on the monitor
This is not a gaming card. Even for an older system, this is not a card you'd buy to play video games.
However, this card has built-in full HD video acceleration. The whole point of that is so that you don't need a fast CPU to play back HD video. So, this card could turn an old computer into a HTPC, fully capable of playing 1080p video.
That would be a poor option because it would only play back certain file types and those with certain encoding parameters and even then you still have a very limited selection of playback software. Most people will want to play back ALL their files, maybe even doing some video capture too on a HTPC.
You don't need a particularly "fast" CPU by today's standards, dual core for $35 with modest o'c will do the job. Besides, building a system for a new purpose... [Truncated]
I never wrote "moment you install it", obviously there's a difference between then and short lived parts you have to fiddle with later. Further, look at how long the typical owner had the card before putting a review up.
My logic was what I wrote, not what you try to twist around. The cost of the entire card doesn't necessarily have anything to do with the quality of the fan, meaning lots of midrange cards have poor fans too. The goal should always be to avoid parts expected to be an especially early failure point. In this case, a passively cooled card seems a pretty good option.

In every ATI video card thread, you go on and on about what a "great value" they are. You never say one good thing about Nvidia. The simple fact is Nvidia's drivers are more compatible with games and crash less than ATI's. burp FACT!

The simple fact is ATI's cards offer much higher performance than similarly priced nVidia's cards.
Back when nVidia's cards were on sale for good prices, such as late last year, I highly recommended them, and bought a few.
