As I've said before, these are filled with concrete, not cement. Cement is a powder used in making concrete.

Why couldn't they be filled with cement #1? While some people might erroneously call a poured concrete slab, cement, that doesn't mean cement has no weight nor that it can't be used exclusively to fill a weight plate.
