GoGamer has the Grand Theft Auto IV for PC priced at $20 + $2 shipping = $22 shipped. This edition of GTA features the standard single player mode and a multiplayer mode that allows you to explore Liberty City in its entirety.
Controls are a little clunky on PC, but not too bad. The problem on PC is the double-layered login system + massive DRM, along with very poor performance.
#3, my PC is an E8400 @ 3.6GHz with a GTX 285, 8GB DDR2 1066... I'm very much a PC gamer first, console gamer as a backup for when I'm bored.
It runs *alright*, and it's visually impressive... but the controls are a little loose feeling compared to a controller (weird for me, since I much preferred EVERY previous GTA game on the PC) and the performance is inconsistent.
You do need a good PC to play it well though. Quad cores can get away with it a little better, and you need a lot of VRAM.
Think this one is better on a PC or PS3 ?
PS3 100%.

Definitely PS3.
I guess it would depend on the specs of your PC
