My neighbor across the street uses this to access my network (with permission). It works very well.

like any dish its directional, so you need to know exactly where the remote router is.

This is a 802.11G USB client radio connected to a +8dBi antenna. At +8dBi, you won't have to aim it so accurately that it needs a sight, and there are LEDs on the unit to help with targeting the best signal strength.

Hawking makes a variety of "high gain" or range extending devices for WiFi. Generally, of good quality that work as advertised. I haven't used this one.

This antenna isn't exactly a stealthy unit to use for your neighborhood wardriving missions.

I just use a bent coat hanger for an antenna.
