Normally they are one-use coupons emailed to people's staples accounts (or sometimes hacked fraudulently software generated codes).
If Staples didn't send you a code the best bet is to buy one for about $2 from E-Junkie or ebay... but pick a seller with good rep and reviews for valid codes, not an unknown seller. Some of them have instant delivery of codes.
