I hope nobody believes those PPM numbers. $50 probably won't buy you 10 PPM.

Depends on what you are printing. Don't buy an inkjet if PPM matters much, they're only really good at photos compared to lasers and none print photos well at high speed (while still having an affordable price for consumer use).
