Would this work on a Macbook or say a videogame system (for messaging) like a Wii or a 360?

I remember when these were $100+
Lately, I find buy.com sells mostly junk and unwanted stuff.
The last thing I bought from them was a ATI TV tuner pcie 650 combo and the ATSC/HD stuff never worked and the software buggy as hell.
I won't be surprised this cheapo is also junk.
I want something for my PC/TV combo, is this a good start?
