I'm going to guess because CDMA phones in the states are very limited with carriers and more prone to lockdown. You may also not have much fun trying to get that working outside the country.

A big downfall of CDMA is that it is a Qualcomm patented technology and anyone that wants to build a tower, make a handset or fart in CDMA's general direction must give Qualcomm some money. GSM is an open standard.
