Meritline has the Anpou IDE to SATA or SATA to IDE Adapter / Converter for $4 with free shipping. Features up to 1.5 Gbps data transfer rate and includes a SATA data cable. Connections include 1x 40pin IDE port, 1x SATA port and 1x 4pin power connector.
a while back i purchased 2 of the version that have the red IC board with some kind of white powder on it. first 2 were missing a power component on the IC board so meritline sent me 2 replacements. they were missing the same power component too! so i asked meritline for a refund which they gave me.
I got 3 before. The purpose of buying this is to install SATA drive into a system w/ IDE ports only. When my clients IDE drive fails, I use these adapter and SATA drive to get more capacity/drive option/lower price. Different from #1- mine works well for me( 2 for PC IDE system and 1 for NAS IDE HDD upgrade). However I did not test the SATA to IDE (IDE drive on SATA system) so I cannot confirm if that works as well.
#2 Agree. Use these for my clients as well. It's a lot easier to replace a failing hard drive than to replace a motherboard, RAM, CPU, etc., and then re-install operating system and applications. These are a great time and cost saver for clients with older equipment.
these are hit or miss per the reviews.

They do have a high DOA rate, I usually buy more than I need but the price still works out good for those that work.
I purchase 20 of these a year ago, I only pay one dollars for it @ ebay. OEM from China.. Not bad for 4 bucks. that the going price everywhere..
