There are some new patches that make this work with Linux. Been using it on Linux for about a month and it is fantastic. Just doesn't have a remote, but no biggie as it is just nice to have a little TV window in a corner while working on other things.
$29 seems to be the normal price. I bought this two weeks ago. Finally got it working with dual tuners last night with win 7 media center. Download latest software from Kworld to get the drivers. Win 7 cannot detect signal strength, so after it auto configures, click "no" to manually set up the tuner. After that both work. Here's other tuner I'm using is this, which happens to be on sale right now at egg:
