    Just buy a $10 multimeter - you can use it to measure your rails and do a bunch of other stuff around the house.

    Handy to see voltages, but useless to tell you if your PSU is failing as it can only indicate a fault, it can't indicate if a faulty psu is bad.

    To clarify, it doesn't let you know if the PSU is capable of it's rating, let alone the system load, nor transient reponse etc, it will only tell you what is already obvious, if a PSU is already bad enough it should have shut itself off which you can have with any PSU by spending the 10 bucks on quality rather than generic crap.

    So #2 is very right, leave PSU hooked to system and use a multimeter.
