Unless you reduce the temperature considerably in the rest of your home, using one of these heaters will more likely raise your heating bill. Assuming central heat, yes using an electric heater can result in lower heating bills because instead of having to crank up the central heat enough that it keeps the room you are in warm enough, you can leave it lower and heat only the area you're in. Works out well if you spend a large portion of the day in the same area, not so much if you're constantly moving and staying in different areas. Of course it helps if your area has low cost/KWH.
The problem with light bulbs is they're usually up higher in the room and since heat rises, you may end up losing more heat to the next floor up or attic. You could set them at floor level but some lamps and most light bulbs tend to be fragile.
