      Check local laws. Possession without a license is a felony in some states.

      If your not a licensed and bonded Locksmith, Here in Illinois you will be charged with possession of burglary tools a felony. I've been a locksmith for 30 yrs. These are cheap copies of lock picks. The steel used breaks easy. I wouldnt spend even $5. Lock picking cant be taught by dvd. Its a feel.

      I agree #4- Unless you want your finger prints on a law enforcement 10 card for the wrong reasons, check your local & state laws before purchasing lock tools. Also unless the lock is old and worn out, your chances of picking it after watching a DVD are pretty slim, it's learned skill.
