Newegg has the Logisys Computer FP600BK 6-Channel Fan Controller for $18 with free shipping. Features 5.25" bay support, aluminum alloy construction, fan speed adjustment via dial knob for each channel, and power input from PSU using 4-pin Molex connector.
Installed this about a week ago and it does make my case noticeably quieter....only one fan doesn't really adjust much (a 200mm) out of six total. I had to disable the CPU fan warning off the BIOS since I hooked that one up too; since it was no longer hooked to the MB every time I fired up I would get a warning. The blue lights don't really bother me, but the gaudy white lettering does. I really think it's worth more in the $10-$12 range, but overall it does an okay job. Installation was simple, but I have a tool-free case design and it would not fit well without putting a couple of screws in the sides since the depth only goes about halfway.

Take the knobs off and spray paint the front black. Based on reviews it seems more effective with high power fans.
