I'd go with the $7 mouse, specs are similar between the two. It's impossible to to tell for sure which feels better without physically trying them. The Logi has tilt wheel which I have not found useful. I'm currently using a HP which I really like but is a different model than the one on sale. The Logi has a smooth scroll wheel but the HP doesn't say. I hate ratchety scroll wheels.
I dunno, I've used cheap, non-Logitech mice before and I've never been impressed. Every single wireless Logitech mouse I've used in the last 4 or 5 years has been exceptional.
Many of HP's mice are made by Logitech. I too prefer the fit, finish, and ergonomics of logitech's mice but I don't think I have ever paid more than $20-ish for a mouse.
I wouldn't call all the logitech mice I've tried to be exceptional however, their mediaplay or whatever it was called and a few others used an "invisible light" (infrared or UV IIRC) system to save power and they lagged pretty bad on all but the most optimal surfaces. Sort of a non-issue today, I'd never buy another mouse that didn't have a laser engine unless they make some new breakthroughs in precision with other lighting methods.
