Yes you can Dave. Put your address as the receiver and your neighbor as the sender. Don't put any stamp at all and put it in the mailbox. It will go to your neighbor with an insufficient stamp note. Cheaper than 54c.

I got some at a much higher price ($2) from a US seller because I needed it quickly. For anyone getting this, the quality is variable. The one I bought has a very long micro USB connector. If you try to push it into the phone all the way, you're going to break the phone's connector. Otherwise it works flawlessly.
I this price it's good to get a few in case any are bad. I've ordered 2 and so far both have worked fine.
