This deal has not expired. but some things to consider: This is a european model. Why is this important? Motorola will not touch it, if you want warranty repairs. They'll just tell you it's not for the US market.
Some of the reviews also said it comes with a European charger. It's easy to find a US one though. It has its quirks but in general is a pretty good & stylish phone.

can this only be used with a carrier of a sim card?
Yes, which in the US means AT&T or some mexican copied phone cards.
The v3 lacks a memory card slot but is a good phone.
Tmobile, and other providers use sim cards.
Geez, for a self professed knowitall, you have a lot of questions. But yes, you can only use this phone with a carrier who uses sim cards. I'm not sure but I think Verizon recently started to use them too.
