From what I've seen, you buy a PSP (and downgrade) or GP2X if you want to run your own code or homebrew. You buy a DS to play commercial games. That said, many of the games look to be quite good on the DS, even with the low resolution screen. Although there are some great commercial PSP games, most of them are sub-par. There's some outstanding homebrew available for the PSP though. The GP2X is very much a hacker's portable device, but it's kinda nifty too.
I own a PSP and (slightly dusty) GP2X for what it's worth. I might buy a DS when the next Nintendo handheld appears and they (and the games) are dirt cheap.
The DS games are cheaper. I just got the web browser from Japan. Works pretty well. However, the reasons I bought this over a PSP is 1. More and better games. The new Mario Bros and Metroid Pinball are my current favorites. 2. No load time! WTF is with a 6 minute load times on a portable? 3. I don't trust Sony quality control.
There are some hacks out there and a device to play MP3s and video files but I'm not really familar with it. Try ds_hacks_com or search for something similar. They exist.
