Maybe the "calls" are free, but maintaining the service, including E911, certainly isn't. Personally, I use Callcentric with an ATA that I got for $3 at Goodwill and a per-minute plan. It winds up costing me about $5/mo. Ooma may be a good alternative for those who don't want to set up an ATA themselves, though it isn't difficult, or who make a lot of calls.
