Newegg has the Panasonic ES-RW30-S Wet & Dry Cordless Shaver for $25 - $5 rebate [Exp 12/15] = $20 with free shipping. Features ability to be fully immersible in water, ergonomic design, independent multi-directional head, pop-up trimmer, and a 21 minute battery life.
Besides your mom, what would you need to shave for more than 21 minutes every 15 hours?
IMO, on a $100 shaver you expect rapid charging but for one $20 it would just raise the price too much w/o any real need.
However, you should remember to unplug it when fully charged so it doesn't cook the battery. Cheap shavers like this (and some expensive ones too) tend (still do AFAIK, I have not checked recently) to have a tabbed battery built in, not a hatch for an easily replaceable NiMH cell and it is not hard but a bit of a PITA to disassemble a shaver to solder in a new battery when the time comes... and probably not worth it, the battery may last as long as the blade so a new battery plus blade may exceed $20 w/o considering the time to find and replace these parts.
Fry's has this exact deal one week ago. The mail in rebate is good for 2 shavers per person. Buy two so when the battery or blade go bad you can use your other one. A lot cheaper than buying the battery or blade. Bought two already. Close shave, no complaints.
Be aware that they probably still warn that your face will need to be "acclimated" to the shaver if used wet.
What that means is there is a chance it will pull in a little bit of skin with the hair and leave your face raw the first few times... feels like bad windburn.
Charging Time 15 hours
Wow.

Fully immersible allows you to shave in the shower - good for a close shave.
