Buy.com has the Philips SHN2500 Noise Cancelling Earphones for $13 + $0 shipping = $13 shipped. Yes these are "active" noise cancellation headphones, not simply earplugs that block outside noise (although it appears they do that as well). [Compare]

    I have these. They're alright. The active noise cancellation just introduces hiss and makes the music louder (provides amplification). The "box" which contains the active noise cancellation baconnaise takes 1xAAA battery and it pulls on the cord. Unfortunately the box is right in the middle of the cable so it's quite unwieldy. Bass is alright for $13 earphones. Treble kinda screeches a little, but it's tolerable. Passive noise cancellation is very good IMO. These aren't terrible for $13 (I paid $12 for them on woot.com) as long as you don't keep a battery in the noise cancellation box thing so it weighs less and you might have a chance of wearing them. It's kinda clunky to have in your pocket, too. Or you could just cut the piece of baconnaise off and solder the cables but it's $13 headphones, why bother?
