To save others some research. It's a solar powered pump that you hook up to a non-pressurized water source (rain barrel, bucket, etc) and it waters the drip line when it has enough juice to do so. Complaints are build quality is low, and it's hard to control the amount of water, so over watering is likely.
^ This is for watering potted plants, way too small scale for the lawn. If they banned watering plants here I'd just delve into the seedy underworld of ninja gardening and do it discretely.
