When my bacon challenged dog broke the last one and I was doing research (about 6 months ago), I found you can buy these all day long on Ebay for this price. And the one in this example are for small dogs.
This is not a particularly good deal, and the quality on these non-branded leashes are low.
This seems like a good deal for owners of large violent dogs.
I can use this for my girlfriend.
#3, I did that for a while but finally broke down and got an invisible fence for her. She likes it much better except for the occasional shock when she wanders too far.

The issue with these is the thickness of the string. Unless you can see it in a person you wont know. The original German brand is made pretty rugged. My dog pulls every now and then and it just isn't worth the risk to save a few bucks.
strongly recommend going with genuine retracto leashes. All these cheapo ones are garbage that puts your pets life at risk.
Only good for foo foo dogs.
More likely to be used for kids these days. Parenting is overrated..
