eBay with Rockwell has the Rockwell RK2513K2 H3 12V Li-Ion 1/4" Hex Cordless Rotary Hammer Drill for $90 with free shipping. Costs around $105 and up elsewhere. Features quick-change SDS-plus check system, variable speed with reverse and hammer mode, and dust sealed rocker switch.
Doesn't appear to have a hammer-only mode, so not useful with chisels. Same complaint I have about the Ryobi OnePlus SDS rotary hammer.
It's a shame, because the bigger ones (the Bosch 36v comes to mind) have hammer-only, which greatly increases the versatility of the tool. Even a small chisel, on a small portable hammer, would make quick work of certain tasks. Le sigh!
Love these SDS drills. Once I used a corded Bosch SDS to drill into concrete, I'd never go back to non-SDS. Can't imagine a cordless model could last too long power wise.

#1 there are attachments to convert a rotary hammer to impact hammer. I wouldn't get hopes up for a Rockwell though
