Chefs usually use a honing steel, and have to use it regularly or it's not enough / takes too long. To fully sharpen a more dull blade something else more abrasive is needed.
I have this sharpener. When I first tried it, the fine wheel did not turn correctly. I disassembled it and got it turning. It works fine now. After sharpening my knives with it, I was able to easily shave the hair on my arm.
I have many sharpeners ranging from a few dollars, to many hundreds of dollars (Tormek). This one is quick and easy for an edge on average kitchen knives (not serrated of course). It also would not work well on very cheap knives. The set that I tried it on, was the Rachael Ray block set.
