mwave is a california company. good place. I've bought a lot from them locally and had shipped. I've never had a problem with mwave. I can't say anything for goharddrive though.

Therefore, the people who remember to send the rebate in get a great deal, and the people who forget will help cover the loss(or increase the profit to normal levels) incurred by selling it with a rebate at a really low price.
