Why would passively cooled, low power 5450 require a 400w PSU? If it wasn't for that spec, I would have bought one. Unfortunately, all my old Dell computers have 300w PSUs tops.
^ They state that because of all the crap generic PSU out there that can't live up to their wattage rating and are instead rated for peak momentary output or just the sum of all rails which can't all be loaded at once.
Your Dells should be fine with 300W PSU unless you've added a LOT of parts beyond the factory config, and I doubt there's enough room or empty slots in the system for that much added as I'm thinking it'd have to be a few (not just one or two) HDDs or other video cards.
Yes, Sapphire indicates it as "required"; although AMD terms it as a recommendation!
