Hummm... you can get a 2-port PCI SATA controller for the same price, or for $6 more get a 4-port controller. Both have optional software RAID capabilities.
This is for turning the SATA port into the older IDE. #1 you are just adding more SATA ports and blocking a PCI slot. For the many who have bought newer systems that have 1 or zero IDE ports, this allows use of old hard drives internally. It never worked for my Dell system, but some say they have had success.
Can it go backward? Right now my PC has IDE. (yes it's an OLD computer)
#3... what you are asking for is something similar to what #1 is talking about. if you want your "OLD computer" to have capability for the newer SATA2 drives in the market, then you need to get the add on card. this card won't do that. this card only converts the older IDE drives to SATA so you can use it on your newer system.
not too bad if you have a few 300gb ide that you want to throw into your new system.
#2 and #4 I think you have it backwards. I think this device allows you to connect your sata hard drives to the ide interface on your computer. I think this does exactly what #3 wants.
