The public asked for and the manufactures delivered...higher hard drive prices and less warranty. Ya, right; I'll take the old technology with the lower price and better warranty before I would buy this stuff. What the manufacture has offered for new technology has very little real world value when you compare the price and warranty. The warranty decrease alone shows how much faith the manufactures have in what they are building now and the value they place on it.
Still a matter of supply and demand. People and OEMs held off buying then little by little as price drops demand picks up, before the channel has sufficient stock to handle rate at which they would sell 2TB for $60.
Personally I suspect it's as #7 wrote, that because 2TB HDD have more than one platter they won't normally be $60 on sale until platter density reaches 2TB per. However, I do feel $30 per TB may not be too far off if you're willing to spend $90 for a 3TB HDD.

Well, when you need one tomorrow morning and you have Prime and a $25 Amazon GC, this is a great way to go.

Not convinced that we'll ever see $60 2TB deals again.
Those 2TB deals for $60 were closeouts of old drives. Sata II - 3.0gbs 5400 RPM with 32mb cache.
Bottom line is this... you pay less for old technology if that's what you want or can afford.
of course we'll see 2TB @ $60 again, you baconeer. 4TB drives will be near this price by end of year.
