These things are great for many things, but there main use if for QAM remapping in Media Center. They do work will all versions of Media center and can be used to remap QAM channels for Guide support for HD local channels for Media Center.
This tuner is amazing I've had mine for over a year now, it runs without WMC using any number of methods, simply streaming live TV over VLC player works out of the box.
If you have windows 7 with WMC which nearly everyone does, you can run the tuner(s) through an extender via xbox 360 for a poor man's DVR. Its really amazing.
I suggest this highly if you have a 360, windows 7, and a decent home network.
Is this a good brand. I've never heard of them?
I have never heard of them neither but it is weird looking unit.
I've owned one of these units for about 2 years. Works like a champ, would easily recommend one to someone in the market for a QAM/ATSC tuner.
Will this thing work without Media Center Edition? I have Windows XP Pro and Windows 7 Pro. Thanks.
Is there any linux support with this?

This product is pretty decent, if I hadn't purchased a pci card years ago this would have been what I bought.
If only there more clear QAM stations here.
