Have the single tuner version of this. Great little device for stream OTA HD signals to any computer (Windows, Mac or Linux) in the house. Just a caution though, this boxes doesn't compress the video at all, you will need 802.11n if you plan on streaming to a laptop or over wifi.
I doubt it's sending raw frames. More likely it's sending the mpeg2 stream as it is received and the software client renders it. This makes the hardware cheaper since it's just a passthru. The PC does most of the work.
It is sending the network stream. Any average PC has the power to write two streams to the hard drive. You will need decent processor or video card with acceleration to display full 1080i content.
