You can get 200 lumens from an LED at 3.8W... but there's another issue. Minimally sized single AA lights would get too hot to hold at 3.8W drive, and would need fairly expensive construction to provide good heatsinking. Thus, your average generic AA light drives the LED at closer to 2W even if it claims 3W LED, then they give the lumens the LED would have had at 3W without any reflector or lens loss which is a bit deceptive, but on the other hand you can't complain too much at that light:dollar ratio.
