I have one of these and it's merely OK. If there's any wind it goes right through this thing. I much prefer my Mountain Hardwear Windstopper Tech Jacket. It's fleece and it keeps the wind out.

TNF also makes a windstopper fleece variant. It's probably priced about the same as the MH jacket you're thinking of #2. The normal MH fleece also lacks a gore membrane.
